Theres a DMV in Atlanta. Address is 445 Capitol Ave. Atlanta, 30312 and....?

A friend of mine got her license by only take the WRITTEN TEST. Is that possible? Or is she exhagerating? because, I don't wanna drive ALL the way to Atlanta and be dissapointed! Someone please help me!
