Can I apply for college yet?

I know for a fact that community colleges will let you get in college as a dual enrolled student (just means you go to hs and college) The college I went to made me take a College Placement Test (CPT) and based on the scores you get there will determine what subjects you can or can't take...for instance I failed both reading and math, so I basically can take only elective cles..Even with my bad scores, I managed to be accepted into the Geography cl.
