Can one person hold two positions in local government, meaning school board member, and city solicitor? Can?

that person only take or as this city is saying, Theyll take only opinion of Ohio State attorneys office and no matter what the att. gen. says its just his (att. gen.) opion not to be enforceable unless it agrees w/city solicitor/BOE, the man that holds the two positions. ?
